3 Takes on Ofcom

Rating: Surprisingly Interesting and Stop the Press! Julie Minns 3’s Head of Content & Regulation describes 3 as the “cheeky chappy new kid on the multimedia block”.

Regulation debates can be tedious, but 3’s Julie Minns delivered what was by the far the best presentation of the day at the World Telemedia conference. Without fear, Julie took on Ofcom and demonstrated why the mobile operator is indeed a media company. The video introduction clearly outlined 3’s success in the music space with lists of accomplishments and endorsements. 3 is touting itself as a leader in music and launching the first videos on 3 and helping artists bolster their music sales is its goal.

Julie threw the gauntlet down to Ofcom and complained that mobile operators were discriminated against. Flagship 3 products such as See Me TV and Kink Kommunity were self regulated by 3 voluntarily. But the problem is gaming companies and competitors in the converged market place such as itunes do not have the same codes of conduct or laws or regulation to guide them. 3 is a media company and needs a different set of guidelines to govern and monitor new services that are in par with other sectors in the entertainment field.

What do we think? Actually, we tend to agree. BKI Media (our sister company) has conducted analysis of 3’s services and mobile in general. Content filtering is not only essential its an expensive time consuming necessity that will drive the uptake of mobile, search, communities and content in general. Regulation is a must – but if regulation is imposed then it has to be fair.

Ofcom’s Bradley Brady was up next and charmingly thanked 3 for a compelling presentation. The issues have certainly been pushed on to his radar.
