What does Samsungs new TouchWiz site mean for third-party mobile developers?

Samsung released new info on its mobile app developer tools today. At the end of July it announced the Mobile Innovator site, which contains tools that mobile app developers will need to get apps ready for the launch of the Samsung app store by October. But today Samsung has announced a new launch for the Mobile Innovator site - a portal completely dedicated to widgets for its TouchWiz user-interface.
